2023年11月3日,江蘇(su)省人民政府發布《省政府關于促(cu)進全省建筑業高(gao)質(zhi)量發展(zhan)的意見》,提出:
鼓勵和引導綠(lv)(lv)色保險創新實踐,開(kai)展建(jian)筑節(jie)能(neng)及綠(lv)(lv)色建(jian)筑性能(neng)保險試點(dian)。
結(jie)合城市更新,同步實施既有公共建筑節能綠色改造。
積極推動綠(lv)色施工方式(shi),推廣應用(yong)裝(zhuang)配式(shi)建造等新型建造方式(shi),有效應用(yong)綠(lv)色建造新技術,推進(jin)綠(lv)色建材采信應用(yong),推動建筑材料循環利用(yong)和施工現場建筑垃(la)圾減量化。
完善綠色建造(zao)(zao)產(chan)業(ye)鏈(lian),培育一(yi)批(pi)具有綠色建造(zao)(zao)系統(tong)解(jie)決方案能力的(de)工(gong)程總承(cheng)包企業(ye)以(yi)及勘察設計、建筑施工(gong)、部(bu)品(pin)生產(chan)、信(xin)息技術等配套企業(ye)。
舉辦(ban)江蘇(su)綠色低碳建筑國際(ji)博覽會,加大綠色建造新(xin)技術、新(xin)材料、新(xin)工藝、新(xin)產品推廣力度。

為深入(ru)貫徹黨的(de)二十大精(jing)神,全(quan)面(mian)落實習近平總書記關(guan)于住房城鄉建設領域(yu)重要(yao)論(lun)述(shu)和(he)對(dui)江蘇工作(zuo)重要(yao)講話精(jing)神,加快全(quan)省(sheng)建筑(zhu)業轉(zhuan)型升(sheng)級,推(tui)動高質量發展,更好發揮(hui)建筑(zhu)業在全(quan)省(sheng)經濟社(she)會發展中的(de)重要(yao)作(zuo)用,現提(ti)出如下意見。
一、指導思想
堅持以習近(jin)平(ping)新(xin)時代中國特色(se)社(she)會主義思想為(wei)指(zhi)導,完(wan)整、準確、全面(mian)貫徹新(xin)發(fa)展理(li)念,持續深(shen)化(hua)建筑業(ye)改革,推動(dong)建筑業(ye)工(gong)業(ye)化(hua)、數字化(hua)、綠(lv)色(se)化(hua)發(fa)展,優化(hua)建筑業(ye)產業(ye)結構,做(zuo)優做(zuo)強建筑業(ye)企業(ye),全面(mian)加強工(gong)程質量(liang)(liang)安(an)全管理(li),不(bu)斷提升(sheng)“江蘇建造”品牌含金(jin)量(liang)(liang),為(wei)推動(dong)全省高(gao)質量(liang)(liang)發(fa)展繼續走在前列、譜寫“強富美高(gao)”新(xin)江蘇現代化(hua)建設(she)新(xin)篇章提供有力支撐。
二、發(fa)展目(mu)標
到2025年,培育30家智(zhi)能建造骨干(gan)企(qi)業(ye),150家具備工(gong)程總承包和全(quan)過程工(gong)程咨詢能力的骨干(gan)企(qi)業(ye);轉型升級取(qu)得新(xin)突破,科技賦能成效(xiao)明顯,新(xin)型建造方(fang)式和建設(she)組織(zhi)方(fang)式加快(kuai)應用,建筑業(ye)企(qi)業(ye)綜合(he)實力不斷增強,初(chu)步(bu)建成建筑強省。
再(zai)過5年左右(you)時(shi)間(jian),江蘇建(jian)(jian)筑業(ye)(ye)(ye)經濟實力(li)、科技實力(li)、綜(zong)合競爭(zheng)(zheng)力(li)顯著提(ti)升。培育2-3家產(chan)(chan)值過千(qian)億的(de)建(jian)(jian)筑業(ye)(ye)(ye)企業(ye)(ye)(ye)以及一批具有核心競爭(zheng)(zheng)力(li)的(de)示范企業(ye)(ye)(ye)和專精特新(xin)企業(ye)(ye)(ye);建(jian)(jian)成(cheng)智能建(jian)(jian)造與新(xin)型建(jian)(jian)筑工業(ye)(ye)(ye)化協同發展的(de)產(chan)(chan)業(ye)(ye)(ye)體(ti)系(xi)、標準體(ti)系(xi)和政策(ce)體(ti)系(xi);進一步豐富“江蘇建(jian)(jian)造”品牌內(nei)涵,基本實現(xian)建(jian)(jian)筑產(chan)(chan)業(ye)(ye)(ye)現(xian)代化,更高水平建(jian)(jian)成(cheng)建(jian)(jian)筑強省。
三(san)、主要任務(wu)
(一)優化(hua)產業結構,推(tui)動建筑(zhu)業向更寬領域拓展。
1. 推動建筑業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)向基(ji)(ji)礎(chu)(chu)設施(shi)(shi)(shi)(shi)領(ling)域(yu)拓展(zhan)(zhan)。支(zhi)(zhi)持建筑業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)進入橋梁隧道、綜合(he)管廊、港(gang)口航道、地(di)方鐵路、高速(su)公路、水(shui)利(li)工(gong)程(cheng)、軌道交通、電力(li)能(neng)源等大型基(ji)(ji)礎(chu)(chu)設施(shi)(shi)(shi)(shi)領(ling)域(yu),引導企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)積極(ji)參(can)與5G基(ji)(ji)站、新能(neng)源汽(qi)車充電樁、大數據中心(xin)、人(ren)工(gong)智能(neng)、工(gong)業(ye)(ye)(ye)(ye)互(hu)聯(lian)網等新型基(ji)(ji)礎(chu)(chu)設施(shi)(shi)(shi)(shi)建設,各(ge)地(di)可在年度基(ji)(ji)礎(chu)(chu)設施(shi)(shi)(shi)(shi)建設項(xiang)(xiang)目(mu)(mu)計劃中明確一定比例的項(xiang)(xiang)目(mu)(mu)和標段,支(zhi)(zhi)持建筑業(ye)(ye)(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)在滿足相(xiang)關(guan)資(zi)質(zhi)(zhi)要求基(ji)(ji)礎(chu)(chu)上(shang),采用聯(lian)合(he)體(ti)方式(shi)參(can)與基(ji)(ji)礎(chu)(chu)設施(shi)(shi)(shi)(shi)建設投(tou)標。企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)以聯(lian)合(he)體(ti)方式(shi)取得的施(shi)(shi)(shi)(shi)工(gong)業(ye)(ye)(ye)(ye)績(ji),其實際(ji)承擔部分竣工(gong)驗(yan)收合(he)格后可以作為(wei)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)資(zi)質(zhi)(zhi)申報(bao)、參(can)與相(xiang)關(guan)工(gong)程(cheng)項(xiang)(xiang)目(mu)(mu)投(tou)標的業(ye)(ye)(ye)(ye)績(ji)。企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)以聯(lian)合(he)體(ti)方式(shi)參(can)與基(ji)(ji)礎(chu)(chu)設施(shi)(shi)(shi)(shi)建設兩(liang)項(xiang)(xiang)及以上(shang)項(xiang)(xiang)目(mu)(mu)的,可在符(fu)合(he)資(zi)質(zhi)(zhi)要求的前提下獨立參(can)與相(xiang)關(guan)工(gong)程(cheng)項(xiang)(xiang)目(mu)(mu)招投(tou)標。企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)承攬周期較長的基(ji)(ji)礎(chu)(chu)設施(shi)(shi)(shi)(shi)類項(xiang)(xiang)目(mu)(mu)分期、分段驗(yan)收合(he)格后,可作為(wei)有效業(ye)(ye)(ye)(ye)績(ji)參(can)與招投(tou)標和資(zi)質(zhi)(zhi)申報(bao)。(責任單位(wei):省(sheng)(sheng)(sheng)發展(zhan)(zhan)改革委、省(sheng)(sheng)(sheng)住(zhu)房城(cheng)鄉建設廳(ting)(ting)、省(sheng)(sheng)(sheng)交通運輸(shu)廳(ting)(ting)、省(sheng)(sheng)(sheng)水(shui)利(li)廳(ting)(ting)、省(sheng)(sheng)(sheng)工(gong)業(ye)(ye)(ye)(ye)和信(xin)息化(hua)廳(ting)(ting)、省(sheng)(sheng)(sheng)通信(xin)管理局、省(sheng)(sheng)(sheng)電力(li)公司,各(ge)設區市人(ren)民政府)
2. 推動工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承(cheng)包和(he)全(quan)過(guo)程(cheng)(cheng)(cheng)(cheng)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)咨(zi)詢。國有(you)資金參(can)與投(tou)資且占(zhan)控股或(huo)主導(dao)(dao)地位的(de)項(xiang)目(mu)(以下(xia)簡稱(cheng)國有(you)投(tou)資項(xiang)目(mu))帶頭(tou)推行(xing)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承(cheng)包和(he)全(quan)過(guo)程(cheng)(cheng)(cheng)(cheng)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)咨(zi)詢。建設內容(rong)明確、技(ji)術方案成熟的(de)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)總(zong)(zong)承(cheng)包項(xiang)目(mu)宜采用總(zong)(zong)價(jia)(jia)合同,部分建設內容(rong)在招投(tou)標時還不確定的(de)專(zhuan)業工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng),可按專(zhuan)業工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)暫估(gu)價(jia)(jia)計(ji)入工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)造價(jia)(jia)。完善(shan)全(quan)過(guo)程(cheng)(cheng)(cheng)(cheng)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)咨(zi)詢服(fu)務相關配套制(zhi)度(du),引導(dao)(dao)承(cheng)發包雙方合理確定服(fu)務價(jia)(jia)格,推行(xing)優質優價(jia)(jia)。鼓勵設計(ji)、監理等企業采取(qu)并(bing)購重(zhong)組等方式發展(zhan)全(quan)過(guo)程(cheng)(cheng)(cheng)(cheng)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)咨(zi)詢。在有(you)條件的(de)地區(qu)和(he)民用建筑(zhu)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)(cheng)中(zhong)試點建筑(zhu)師(shi)負責制(zhi),發揮建筑(zhu)師(shi)對(dui)建筑(zhu)品質全(quan)過(guo)程(cheng)(cheng)(cheng)(cheng)管控作(zuo)用。(責任(ren)單位:省住房城(cheng)鄉建設廳(ting)(ting)、省發展(zhan)改革委、省交通運輸廳(ting)(ting)、省水利廳(ting)(ting)、省審計(ji)廳(ting)(ting),各設區(qu)市人(ren)民政府)
(二)推動建造(zao)方(fang)式轉型升級,打造(zao)“江蘇建造(zao)”品牌。
1. 加快(kuai)推(tui)(tui)進智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)造(zao)(zao)(zao)(zao)(zao)。建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)立(li)健全智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)造(zao)(zao)(zao)(zao)(zao)全產(chan)業(ye)(ye)(ye)鏈標(biao)(biao)準體(ti)系,以智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)造(zao)(zao)(zao)(zao)(zao)為突破口,推(tui)(tui)進傳統(tong)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)造(zao)(zao)(zao)(zao)(zao)方式向新型建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)造(zao)(zao)(zao)(zao)(zao)方式轉變(bian)。支持(chi)(chi)各地對參與(yu)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)造(zao)(zao)(zao)(zao)(zao)試(shi)點示范項目(mu)(mu)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)設及產(chan)生科研(yan)投(tou)入的(de)企(qi)(qi)業(ye)(ye)(ye)給予資(zi)金補助,鼓勵大型建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)立(li)科技(ji)研(yan)發(fa)(fa)中(zhong)心,建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)設建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑產(chan)業(ye)(ye)(ye)互(hu)聯網平臺。有序(xu)推(tui)(tui)進BIM技(ji)術(shu)在(zai)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)設項目(mu)(mu)規劃、勘察、設計(ji)、施(shi)工和(he)運營維護(hu)全過程(cheng)集(ji)成(cheng)應用(yong),并將相關(guan)費用(yong)在(zai)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)設項目(mu)(mu)總投(tou)資(zi)費用(yong)中(zhong)列明。建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)立(li)全省(sheng)統(tong)一的(de)BIM設計(ji)交付和(he)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)審(shen)查數(shu)據(ju)標(biao)(biao)準,逐步推(tui)(tui)行運用(yong)BIM技(ji)術(shu)輔(fu)助工程(cheng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)設報建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)及施(shi)工圖審(shen)查。支持(chi)(chi)企(qi)(qi)業(ye)(ye)(ye)研(yan)發(fa)(fa)和(he)推(tui)(tui)廣應用(yong)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)筑機器(qi)人及智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)裝備、部(bu)(bu)品(pin)部(bu)(bu)件智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)生產(chan)、智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)施(shi)工管理等智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)造(zao)(zao)(zao)(zao)(zao)關(guan)鍵技(ji)術(shu)。開(kai)展智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)造(zao)(zao)(zao)(zao)(zao)項目(mu)(mu)和(he)企(qi)(qi)業(ye)(ye)(ye)示范試(shi)點,培(pei)育一批智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)造(zao)(zao)(zao)(zao)(zao)領軍企(qi)(qi)業(ye)(ye)(ye)。制定建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)設領域(yu)“智(zhi)(zhi)(zhi)(zhi)(zhi)改(gai)數(shu)轉”推(tui)(tui)進計(ji)劃,加快(kuai)推(tui)(tui)動數(shu)字化綠色(se)化協同轉型發(fa)(fa)展。引導條(tiao)件成(cheng)熟的(de)地區(qu)打造(zao)(zao)(zao)(zao)(zao)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)造(zao)(zao)(zao)(zao)(zao)產(chan)業(ye)(ye)(ye)園,吸(xi)引上(shang)下游企(qi)(qi)業(ye)(ye)(ye)集(ji)聚,形(xing)成(cheng)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)造(zao)(zao)(zao)(zao)(zao)產(chan)業(ye)(ye)(ye)鏈供應鏈集(ji)群。(責任(ren)單(dan)位:省(sheng)住房(fang)城鄉建(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)設廳(ting)(ting)、省(sheng)發(fa)(fa)展改(gai)革委、省(sheng)工業(ye)(ye)(ye)和(he)信息化廳(ting)(ting)、省(sheng)科技(ji)廳(ting)(ting)、省(sheng)交通運輸廳(ting)(ting)、省(sheng)水利廳(ting)(ting)、省(sheng)財(cai)政廳(ting)(ting),各設區(qu)市人民政府)

5. 規(gui)范(fan)工(gong)(gong)(gong)程(cheng)價(jia)(jia)款(kuan)結(jie)(jie)算。規(gui)范(fan)建設(she)(she)單(dan)位執行工(gong)(gong)(gong)程(cheng)預(yu)付款(kuan)、工(gong)(gong)(gong)資款(kuan)、進度(du)款(kuan)和(he)(he)竣工(gong)(gong)(gong)結(jie)(jie)算制(zhi)(zhi)度(du),預(yu)付款(kuan)應(ying)不(bu)(bu)低于合(he)同總價(jia)(jia)的10%,不(bu)(bu)得將(jiang)未完(wan)成結(jie)(jie)算審(shen)計作為(wei)工(gong)(gong)(gong)程(cheng)延期結(jie)(jie)算、拖(tuo)欠勘察(cha)設(she)(she)計費和(he)(he)工(gong)(gong)(gong)程(cheng)款(kuan)的理由(you)(you)。對不(bu)(bu)及時足額支付引發群(qun)體(ti)性事(shi)件(jian)和(he)(he)造成質量安全事(shi)故(gu)的責任人依法予以(yi)追責。國有投資項目的施(shi)(shi)工(gong)(gong)(gong)發包承包,應(ying)采用(yong)工(gong)(gong)(gong)程(cheng)量清單(dan)計價(jia)(jia)并全面(mian)推行施(shi)(shi)工(gong)(gong)(gong)過程(cheng)結(jie)(jie)算制(zhi)(zhi)度(du),工(gong)(gong)(gong)程(cheng)進度(du)款(kuan)支付比例不(bu)(bu)得低于80%,不(bu)(bu)得由(you)(you)施(shi)(shi)工(gong)(gong)(gong)單(dan)位墊資建設(she)(she),不(bu)(bu)得強(qiang)制(zhi)(zhi)或變相強(qiang)制(zhi)(zhi)以(yi)審(shen)計機關的審(shen)計結(jie)(jie)果作為(wei)工(gong)(gong)(gong)程(cheng)價(jia)(jia)款(kuan)結(jie)(jie)算依據。(責任單(dan)位:省(sheng)住房城鄉(xiang)建設(she)(she)廳(ting)(ting)、省(sheng)發展(zhan)改(gai)革委、省(sheng)財政廳(ting)(ting)、省(sheng)審(shen)計廳(ting)(ting)、省(sheng)國資委、省(sheng)工(gong)(gong)(gong)業和(he)(he)信息化廳(ting)(ting)、省(sheng)交通運輸廳(ting)(ting)、省(sheng)水利(li)廳(ting)(ting))
四、保(bao)障措施
(一(yi))加強組織(zhi)領導。各(ge)地(di)要統籌推進建筑業轉型升級和高質量發展,細化目(mu)標任務(wu),明確(que)職責(ze)分(fen)工(gong),強化責(ze)任落實,及(ji)時(shi)制定配套(tao)政策,確(que)保各(ge)項措施落地(di)見效。暢通信息(xi)發布(bu)渠道,充分(fen)利用各(ge)種媒介平臺(tai),采(cai)取多(duo)種形(xing)式(shi)加強政策宣傳(chuan)解讀,及(ji)時(shi)總結推廣(guang)先進經驗與做法,營造良好(hao)輿論氛圍。(責(ze)任單位:省(sheng)委宣傳(chuan)部、省(sheng)住房城(cheng)鄉建設廳,各(ge)設區市人民政府)
(二) 切實(shi)減輕企業(ye)(ye)負擔。落實(shi)房(fang)屋建(jian)(jian)(jian)(jian)筑和市政基礎設施建(jian)(jian)(jian)(jian)設領域農(nong)民工(gong)(gong)工(gong)(gong)資(zi)(zi)(zi)(zi)保(bao)(bao)(bao)證金儲存金額不超過80萬元措(cuo)施,對三年內未發生(sheng)拖欠農(nong)民工(gong)(gong)工(gong)(gong)資(zi)(zi)(zi)(zi)行(xing)(xing)(xing)為的企業(ye)(ye)免交農(nong)民工(gong)(gong)工(gong)(gong)資(zi)(zi)(zi)(zi)保(bao)(bao)(bao)證金。鼓(gu)勵合理降低建(jian)(jian)(jian)(jian)設工(gong)(gong)程質(zhi)(zhi)量保(bao)(bao)(bao)證金預(yu)留比例,工(gong)(gong)程項(xiang)目已(yi)提供履約(yue)擔保(bao)(bao)(bao)或竣工(gong)(gong)前已(yi)繳納履約(yue)保(bao)(bao)(bao)證金的建(jian)(jian)(jian)(jian)設單位不再預(yu)留工(gong)(gong)程質(zhi)(zhi)量保(bao)(bao)(bao)證金。推(tui)行(xing)(xing)(xing)銀(yin)行(xing)(xing)(xing)保(bao)(bao)(bao)函和保(bao)(bao)(bao)證保(bao)(bao)(bao)險(xian)制(zhi)度,鼓(gu)勵各銀(yin)行(xing)(xing)(xing)保(bao)(bao)(bao)險(xian)機(ji)構積極為建(jian)(jian)(jian)(jian)筑業(ye)(ye)企業(ye)(ye)開展保(bao)(bao)(bao)函、保(bao)(bao)(bao)證保(bao)(bao)(bao)險(xian)等業(ye)(ye)務。(責(ze)任(ren)單位:省(sheng)住房(fang)城鄉建(jian)(jian)(jian)(jian)設廳(ting)、省(sheng)財政廳(ting)、省(sheng)人力資(zi)(zi)(zi)(zi)源社會保(bao)(bao)(bao)障廳(ting)、省(sheng)交通運輸廳(ting)、省(sheng)水利廳(ting)、人民銀(yin)行(xing)(xing)(xing)江蘇省(sheng)分行(xing)(xing)(xing)、金融監管總局江蘇局)
(三) 加(jia)大金(jin)融(rong)支持(chi)力度。支持(chi)金(jin)融(rong)機(ji)構(gou)開展(zhan)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)供(gong)應鏈融(rong)資業(ye)務(wu)。鼓勵(li)各金(jin)融(rong)機(ji)構(gou)堅持(chi)依法合(he)規(gui)、風險可控,對生產(chan)經營正(zheng)常(chang)、資金(jin)流動性暫時遇到困(kun)難的優(you)質(zhi)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)企(qi)業(ye)不盲目抽貸、壓貸,不額(e)外增加(jia)擔保(bao)要求,保(bao)持(chi)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)企(qi)業(ye)融(rong)資連(lian)續穩(wen)定。對符合(he)續貸條件的建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)小微企(qi)業(ye)貸款積(ji)極(ji)給予支持(chi)。鼓勵(li)金(jin)融(rong)機(ji)構(gou)積(ji)極(ji)擴大建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)企(qi)業(ye)合(he)格抵(di)押(ya)質(zhi)押(ya)物范(fan)(fan)圍(wei),將綠色(se)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)、裝(zhuang)配式建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)納入綠色(se)金(jin)融(rong)重點支持(chi)范(fan)(fan)圍(wei)。(責任單位(wei):人民銀行(xing)江(jiang)蘇(su)省(sheng)(sheng)分行(xing)、金(jin)融(rong)監管總局江(jiang)蘇(su)局、省(sheng)(sheng)地方金(jin)融(rong)監管局、省(sheng)(sheng)住房城(cheng)鄉建(jian)(jian)(jian)設廳)
(四)優(you)化(hua)市(shi)場(chang)環(huan)境。進一步優(you)化(hua)資(zi)(zi)(zi)質資(zi)(zi)(zi)格審批(pi)流程(cheng),簡化(hua)各(ge)(ge)類證(zheng)明事項(xiang)(xiang)(xiang)(xiang),實現企業(ye)(ye)(ye)資(zi)(zi)(zi)質、人員(yuan)資(zi)(zi)(zi)格審批(pi)聯動辦理、“一網通辦”。持續(xu)深(shen)化(hua)工(gong)程(cheng)建(jian)設項(xiang)(xiang)(xiang)(xiang)目(mu)審批(pi)制度改(gai)革(ge),優(you)化(hua)調整施(shi)(shi)工(gong)許可限額,實施(shi)(shi)工(gong)程(cheng)建(jian)設項(xiang)(xiang)(xiang)(xiang)目(mu)分類管理,爭(zheng)取推進“樁(zhuang)基先行”試點(dian),對重(zhong)大工(gong)程(cheng)、重(zhong)點(dian)項(xiang)(xiang)(xiang)(xiang)目(mu)、產業(ye)(ye)(ye)類項(xiang)(xiang)(xiang)(xiang)目(mu)的(de)(de)樁(zhuang)基工(gong)程(cheng)可單獨發放施(shi)(shi)工(gong)許可證(zheng)。著力打造統一、開(kai)放、公(gong)平(ping)的(de)(de)建(jian)筑市(shi)場(chang)環(huan)境,取消各(ge)(ge)類違法設置(zhi)的(de)(de)校驗(yan)、備案、登(deng)記、領取信(xin)用(yong)(yong)手冊、要求(qiu)設立分支(zhi)機構等區域和(he)行業(ye)(ye)(ye)市(shi)場(chang)壁壘。建(jian)立國有(you)投(tou)資(zi)(zi)(zi)項(xiang)(xiang)(xiang)(xiang)目(mu)拖(tuo)欠民(min)營企業(ye)(ye)(ye)工(gong)程(cheng)款(kuan)(kuan)(kuan)項(xiang)(xiang)(xiang)(xiang)清欠平(ping)臺,嚴厲(li)打擊采用(yong)(yong)商業(ye)(ye)(ye)承兌匯票支(zhi)付(fu)(fu)合(he)同價(jia)(jia)款(kuan)(kuan)(kuan)的(de)(de)行為,定(ding)期曝光工(gong)程(cheng)項(xiang)(xiang)(xiang)(xiang)目(mu)費用(yong)(yong)拖(tuo)欠情況,保障建(jian)筑業(ye)(ye)(ye)企業(ye)(ye)(ye)合(he)法權(quan)益。國有(you)投(tou)資(zi)(zi)(zi)項(xiang)(xiang)(xiang)(xiang)目(mu)應(ying)當按期足額支(zhi)付(fu)(fu)工(gong)程(cheng)款(kuan)(kuan)(kuan),全面排查(cha)政(zheng)府投(tou)資(zi)(zi)(zi)、國有(you)資(zi)(zi)(zi)金投(tou)資(zi)(zi)(zi)工(gong)程(cheng)建(jian)設項(xiang)(xiang)(xiang)(xiang)目(mu)以及房(fang)地產開(kai)發項(xiang)(xiang)(xiang)(xiang)目(mu)拖(tuo)欠的(de)(de)工(gong)程(cheng)價(jia)(jia)款(kuan)(kuan)(kuan)和(he)其(qi)他賬款(kuan)(kuan)(kuan),督促及時支(zhi)付(fu)(fu)無爭(zheng)議的(de)(de)工(gong)程(cheng)欠款(kuan)(kuan)(kuan)。(責任單位:省住(zhu)房(fang)城鄉建(jian)設廳、省發展(zhan)改(gai)革(ge)委、省工(gong)業(ye)(ye)(ye)和(he)信(xin)息化(hua)廳、省財政(zheng)廳、省國資(zi)(zi)(zi)委、省市(shi)場(chang)監管局)
